New floor must meet an ‘unspecified’ standard (IL)

Q: I am a board member of our condominium association and have been assigned the task of reviewing our rules for possible update. One of the rules states the underlayment for hard floor surfaces, like wood or ceramics, must meet standards established by the board. However, the board has never established any such standards.
