A contract between the Ice Lake homeowner’s association and the Upper Arkansas Water Conservancy District last year may keep the historic lake full.  The contract sets into motion the legal process of transferring a water right on Cottonwood Creek which had been acquired by the homeowner’s association, UAWCD manager Terry Scanga said.     Read the article……………..
