Overgrown grass, a 50-foot burrow pit, and fences growing algae are a handful of complaints Hebron residents Wayne and Nelva Carruthers have about their homeowners’ association.  In a letter to The Advocate, Wayne Carruthers said he and his wife knew of the HOA upon moving into their Lake Forest home.
