The cisterns in the older neighborhoods — like Debra Drive and Fiddler’s Way — haven’t received regular maintenance because residents were unaware the city considers them privately owned by the neighborhoods themselves.  Farrar said he believes Debra Drive and Fiddler’s Way were supposed to have homeowners associations responsible for the cisterns, but that also didn’t happen.   Read the article………………………..
