The water bill for a new townhouse community in Baltimore’s Hampden neighborhood has gone unpaid for years and reached nearly $200,000.  Residents of Hampden Square say they’ve tried unsuccessfully to pay their fair share of a bill that’s remained in the land developer’s name.   Read the article……………………………………
