Gated community votes on when to close the gates, but counting homeowners’ votes gets tricky (FL)

Question: We recently had a vote to close our development’s gates 24/7, rather than the current dusk to dawn closure. We have approximately 260 homes in our development. Of the votes cast, a strong majority voted to close the gates 24/7. There were 30 homeowners who did not vote.
