Can delinquent owner run for board? (FL)

Q: An owner in my condominium association was fined $1000 in 2018 for a parking violation. He has paid all of his assessments on time but he has refused to pay the fine. In early 2019 this same owner submitted his notice of intent to run for the board in the election that was held in March of 2019. The association included his name on the ballot for the March 2019 election. He didn’t get elected but I’ve heard rumors he plans to run again next year. Is he eligible to run for the board?
