City staff on the Site Plan Review Committee demanded a homeowners association be responsible for maintaining the 50-foot buffer behind homes. Mr. Merrell argued for individual homeowners to be responsible for the portion of the buffer behind their property, but city staff cited previous instances of people clear-cutting historic trees that should be preserved.    Read the article……………………….
