When President George H.W. Bush signed the Americans with Disabilities Act (ADA) into law in 1990, it was touted as a breakthrough on a par with the Civil Rights Act of 1964. Now, employers were required to make accommodations to people with disabilities, and public spaces had to be accessible to all.
