There’s a residential development with homes that have brick and vinyl siding and small front lawns, that looks like any other middle-class community.  It’s called New Port at Victory, and it’s near the city’s Tidewater Community College campus and the Bide-A-Wee golf course.  But there’s something unusual about this place.      Read the article………………………..
